My old GoControl panel was destroyed in Harvey, but the rest of system appears sound. If I replace it with a GC3, can I use the power cord from the old GoControl? It is already fished through the wall to an outlet.

You can reuse the wires with a new Power Supply and panel, yes.
Simply swap the plug-in power supply by unscrewing the terminals. Apply the wire to the new power supply. Plug in the same spot.
Even though they have the same specs, no reason to not swap to the new power supply.
